§ 2.045. General powers and duties of the mayor and city council.

  • (a)

    Mayor. The mayor shall be the presiding officer of the city council and shall conduct all meetings in accordance with Robert's Rule of Order or any ordinance pertaining to the conduct of council meetings. The mayor shall vote on matters as a regular member of council, but shall not move or second a motion.

    (b)

    Council.

    (1)

    All powers of the city shall be vested in the city council, except as otherwise provided by law or those powers specifically given to the Charter officers or specifically reserved by this Charter to the electors of the city.

    (2)

    The city council shall nominate and elect by majority vote a vice-mayor from amongst its members. The nomination and election shall take place at the first organizational meeting following the election.
