§ 3.01. City manager.

The city council, by a majority vote of its total membership, shall appoint a city manager. The appointment of the city manager shall be based solely on executive and administrative qualifications. The city manager need not be a resident of the city. No member or former member of the city council may be appointed as city manager until he or she shall have been out of office for a period of at least one year.
