§ 8.02. Submission of the budget.

The city manager shall submit to the city council a budget for the ensuing fiscal year and an accompanying budget message, in a timely manner. The proposed budget and city manager's budget message shall provide a complete financial plan of all city funds in such form as the city manager deems appropriate or the council may require. In organizing the budget, the city manager shall utilize a combination of expenditures, classification of funds, organization unit, program, purpose or activity, and object. The budget shall begin with a summary of its contents; shall show, in detail, all estimated income and sources of income; shall show all proposed expenditures, including debt service for the ensuing fiscal year; and shall be so arranged as to show comparative figures for actual and estimated income and expenditures of the current fiscal year and actual income and expenditures of the preceding fiscal year.
